Professor Brian Caldwell has written another SCOPE (Strategic Commentary on Policy in Education) paper.This one is titled: "A Failing Grade for the Education Revolution". In his email to APPA, he writes: "It is exactly 12 months since our book Why Not the Best Schools was launched. The final chapter had 10 strategies for an education revolution. I thought it was timely to write a 'report card' on progress on the Rudd Government's education revolution with these strategies as criteria. A short report is included in the latest issue of our SCOPE, posted on our website on 2 November. "As you can see, I am deeply concerned about progress. "We were astonished that the report on the Principal Autonomy Research Project was released only this week, when it was submitted in December 2007. In the context of the education revolution I cannot fathom how principals can be held accountable for school performance if their hands are tied in respect to staffing and other possibilities that are available through a system of 'framed autonomy'."
